A bench power supply gives you clean, adjustable DC with a current limit, so a circuit under test can't draw more than you allow. Programmable models add GPIB or RS-232 and read back the voltage and current. Used, ask for a photo of each output reaching its rated voltage, and a check that the current limit holds into a load. Look at the output terminals and the front-panel knobs or encoder, and ask about fan noise. Some popular models have been counterfeited, so buy from a seller who shows the real serial label.
