Rohde & Schwarz built the SME for people developing digital mobile radio receivers. It could generate the signals of the main digital radio networks of its day, with the right modulation, data format and TDMA timing, and it was still a full analog signal generator too. The SME03 covers 5 kHz to 3 GHz, and the SME02 and SME06 are the same instrument with 1.5 and 6 GHz ranges. Its phase noise is low, below -126 dBc/Hz at 1 GHz and 20 kHz offset, and the level runs from -144 to +13 dBm. Much of what a given unit can do depends on its options. FM and phase modulation need SM-B5, pulse needs SM-B8, and digital modulation needs SME-B11, so read the option list before you compare listings. The SME03E is a cheaper 2.2 GHz model, not the same instrument.

Options and accessories
What should come with it
SM-B1 OCXO reference oscillator
SM-B5 FM and phase modulator
SM-B8 pulse modulator (SM-B4 adds a pulse generator)
SM-B2 LF generator or SM-B6 multifunction generator (stereo multiplex, VOR and ILS)
SME-B11 DM coder for FSK, GMSK and QPSK digital modulation
SME-B41 FLEX and SME-B42 POCSAG pager protocols
Check the listing photos and the rear panel against this list, and ask the seller about anything you can’t see. A missing option or probe should come off the price.
What to check
Options decide what an SME03 can do, so a listing that doesn't name them leaves you guessing. Built-in protection guards the output against up to 50 W of applied RF and 35 V DC, so a dead output may be tripped protection, or damage that got past it.
01Options: Ask which options are fitted, with a photo of the rear panel or the screen that lists them. The list should match what the listing claims.
02Model number: Check the order number on the label in the photos. An SME03 ends in 03, and one ending in 13 is the 2.2 GHz SME03E.
03Output level: Ask the seller to set 100 MHz at 0 dBm and show it on a power meter or analyzer. It should read within about 1 dB.
04Frequency: Ask for a counter reading at a round frequency. It should sit close to the setting, and closer still on a unit with the SM-B1 OCXO.
05Display and keys: Ask for a short video of the menus and the tuning knob. The display should be clear and every key should respond.
06Calibration: Ask for the certificate if the listing says calibrated. A dated cert from a named lab with measured data counts, and a sticker alone proves little.
07Packing: Ask how a generator this heavy will be packed. Double boxing with foam on every side and the front connectors protected is the standard to ask for.
We'd buy tech-world43228's SME03 at $1,000 with free shipping, under the $1,050–2,175 band, because its photo shows the display running at 400 MHz. There are at least 9 for sale, a thin market, and if you want paperwork, his4800's unit titled calibrated until 10/2027 asks $1,072 delivered. Options decide what an SME03 can do, since FM and phase modulation need SM-B5, pulse needs SM-B8 and digital modulation needs SME-B11, so ask for the option list on screen or the rear panel and check that the order number ends in 03, not 13. gvtcom's $2,370 unit from Taiwan is titled with B4, B5, B8 and B11, the fullest set here, and the alltest_instruments dealer units ask $1,919–2,164 delivered.
